I’m not sure that I agree that the “situation room” operators actually call the world leaders. I’d venture to suggest that it’s WHCA — or White House Communications Agency — operators who make the call. The WHCA is actually a sub-unit of the Department of Defense and is charge with managing all presidential communications in the White House.
